Dr. Cardenas is Director and consultant in computer science and management of Computomata International Corporation and Professor of the Computer Science Department, University of California, Los Angeles. He is a Senior Fellow and past Council Member of the California Council on Science and Technology and recent past Chair of the UCLA Information and Technology Planning Board. He obtained a B.S. degree from San Diego State University and a M.S. and Ph.D. degree in Computer Science at the University of California, Los Angeles, 1969. His major areas of expertise include database management, distributed and heterogeneous/multimedia (text, image/picture, voice) systems, internet systems and searching, information systems planning and development methodologies, business process modeling and management, decision support systems, software engineering, and legal and intellectual property issues.
He has been a consultant to both users and vendors of the technology. Dr. Cardenas has consulted for many organizations including IBM Corporation, Microsoft Corporation, The Rand Corporation, Arthur Young and Company, TTI/Citicorp, Farmers Insurance Group, Tandem Computers, NASA Jet Propulsion Laboratory, Goodyear Atomic Corporation, General Dynamics, Hughes Aircraft, U. S. Department of Justice, U. S. Internal Revenue Service, Cosa Liebermann Ltd., Banco Nacional de Mexico, Petroleos Mexicanos, and various law firms. He has consulted for law firms on the discovery process, obtaining and presenting evidence, and developing and evaluating alternative scenarios on various computer technology cases, intellectual property and patent litigation cases. He was visiting scientist/consultant to IBM Corporation in 1972-1975 on future database and applications generation technology.
He has been member of top management or technical review boards for the National Science Foundation, the National Institutes of Health, Lawrence Berkeley Laboratory, and various other organizations in industry and government. He has been vice-chair and chair of the University of California-wide Academic Senate Information Technology and Telecommunications Policy committee. He has been member of search committees for the chancellors of the University of California at Riverside and of the University of California at Los Angeles, and for the Dean of the UCLA School of Engineering and Applied Science.
He coordinates the UCLA Computer Science Alumni Advisory Board, and he is a member of the UCLA Privacy and Data Protection Board and of oversight committees for several major UCLA information technology projects.
He has served as chairman and member of organizational and program committees for many conferences, conducted seminars, and spoken to many audiences in different countries. He is past president (1984-1989) and member of the board of trustees of the Very Large Data Base Endowment, which conducts the annual International Conference on Very Large Data Bases. He is co-editor of the book Research Foundations in Object-Oriented and Semantic Data Base Systems, Prentice Hall, 1990; author of the book Data Base Management Systems, W.C. Brown Publishers, 1979 and 1984; co-editor and co-author of the book Computer Science, John Wiley & Sons Inc., 1972; and author of many other publications. He is an editor of the Information Systems Journal, and is a member of the Association for Computing Machinery.
